You can get a dot if you're 18 or over and you have ChatGPT Pro outside the EEA, the UK and Switzerland, a Business Premium seat anywhere, or an Enterprise workspace where an admin has turned dots on. Free, Go and Plus don't include one.

The Pro row is the one that depends on where you live. Pro includes a dot everywhere except three places: the EEA, the UK and Switzerland. A Business Premium seat includes one there too.
The block is on Pro, and only in three places. The seat type gets you past it.
The EEA is the EU plus Iceland, Liechtenstein and Norway. OpenAI doesn't publish a country-by-country list, so go by that: if you live in one of those countries, the UK or Switzerland, Pro comes without a dot. Dots in Europe and the UK covers the Business route step by step.
The last row of the table needs someone else to act. In an Enterprise, Edu or Healthcare workspace, dots start switched off. A workspace owner turns on one setting, for everyone or for chosen groups.

Three kinds of workspace can't turn dots on at all:
FedRAMP workspaces
Workspaces with Enterprise Key Management (EKM)
Workspaces with inference residency set to the UAE
